That's my theory of 'hysterical'* modesty. Prior to 1945 baby boom, circumcision was known, but, rarely done 10% or less of US. The guys that were, just "fit in" to nudity norms. After 1945, when virtually a whole nation of male babies were steamrolled with circDUMBcision as they grew up their dick's head was exposed, unlike their Dad's, so they knew something was wrong. As a group the overwhelming shame, caused them to "keep it mostly hidden away. [aka modesty] The proof is the world's top 4 circumcision markets, Israel, The Islamic states, USA, and Malaysia All have extreme modesty about penises. However, European and South American countries, where circ"-infliction is still rare, allow penises on TV, in movies, statary, in public parks (aroused penises are still taboo,) and they don't have modesty-screens in between urinals. * not as funny, but rather, psychological backlash
