It meant you could use any part of the facility. The open shower was probably just one of several. All showers were open back then. Also, you notice the man toweling off is only visible above his waist. NOBODY wore trunks. Back in the day, guys swam naked, some worked out naked, and I even saw some on the indoor running track with everything bouncing. Women were not permitted, and I have no doubt that some homosexual activity occurred,it was not like the 60s/70s when we turned The Y into bath houses.
