I was a Navy Photographer. Yes, I could get in trouble for taking g it, even of self because I was a Navy Photographer 24/7, ...but, as long as the non-photogs "don't wear uniform" it is tolerated. A marine girl got in trouble for being in Playboy, because she had pics of her in uniform, in the pictorial.
I don't know I have never been in the military. It was his choice to post the picture in a very public online forum - I'm just glad to see him home and healthy, and I thank him for his service also and for showing us all his boner.
