I can name 3 of the models. At 3:58 when they're lined up it's Ted 'Rock' Hudson on the left with Robert Chips next to him, and far right it's Jack Stanford.

Great post. Whoever shot this footage must have either developed the film themselves or knew somebody who would process it confidentially. During this time, it was very common for commercial photo labs to contact the authorities if they came across something like this during the "quality control" inspection.
That was really good. I always love to see naked penises flopping around, and this provided much enjoyment.
